Position Overview
The Environmental and Responsible Care Manager is responsible for leading and advancing the organization’s Responsible Care® program, ensuring compliance with regulatory requirements, promoting a strong Safety culture, and driving continuous improvement in Environmental, Health, Safety, and Security performance. This role oversees Process Safety Management (PSM), Compliance, and Sustainability initiatives to support operational excellence and risk reduction within a chemical manufacturing environment.
Principal Duties & Responsibilities
- Administer and maintain the organization’s Responsible Care® Management System in alignment with ACC/CIAC codes and certification requirements.
- Develop, implement, and monitor Responsible Care® policies, procedures, and performance metrics.
- Lead internal and external Responsible Care® audits, assessments, and certifications.
- Provide training and communication to employees and leadership on Responsible Care® expectations, guiding principles, and new initiatives.
- Oversee and administer all elements of OSHA 29 CFR 1910.119 Process Safety Management.
- Manage Process Hazard Analyses (PHAs), Layers of Protection Analyses (LOPAs), and follow-up actions.
- Ensure compliance with Management of Change (MOC) procedures, Pre-Startup Safety Reviews (PSSRs), and periodic PSM program reviews.
- Collaborate with Engineering, Maintenance, and Operations to ensure safe design, installation, operation, and maintenance of all equipment.
- Maintain mechanical integrity documentation and ensure proper inspection/testing protocols are followed.
- Lead incident investigations using root cause analysis for Process Safety incidents.
- Manage PHAs, MOCs, PSSRs, and mechanical integrity processes.
- Ensure adherence to all applicable Environmental regulations including EPA, state, and local requirements.
- Manage Environmental permits and maintain required documentation and reporting (i.e., air, wastewater, stormwater, waste, SPCC, RCRA, TRI, Tier II).
- Oversee hazardous waste management, storage, shipping, manifesting, and associated training.
- Monitor emission sources, waste streams, and Environmental controls to ensure continued compliance.
- Lead sustainability initiatives including pollution prevention, waste minimization, energy reduction, and recycling programs.
- Lead incident investigations using root cause analysis for Environmental incidents.
- Interface with Environmental agencies and respond to inspections, inquiries, and reporting deadlines.
- Champion continuous improvement aligned with ISO, Responsible Care®, and operational excellence methodologies.
The Qualifications
- Bachelor’s degree in Engineering, Environmental Science, Chemistry, or related field required.
- 5+ years of EHS/Process Safety experience in chemical manufacturing or heavy industrial environment.
- Responsible Care® certification preferred.
Preferred Experience
- Strong knowledge of OSHA, EPA, DOT, and DHS regulations. In particular, PSM and RMP rules, air and waste permitting and rules, and CTPAT compliance.
- Ability to interpret complex regulations and apply practical solutions.
- Experience leading and hosting audits, investigations, and regulatory inspections.
- Strong leadership, communication, and training skills.
- Proven ability to influence culture and build cross-functional partnerships.
- Excellent analytical, problem-solving, and organizational capabilities.
- Computer proficiency.
